Ont-solidarisering, liberalisering en individueel kapitaliseren van pensioen: pas op!

Pensioen is een regeling waarbij mensen zorgen dat ouderen, zieken en nabestaanden van overleden verzorgd blijven worden. Pensioen is een fenomeen dat al zou oud is als de weg van Kralingen. Of eigenlijk nog ouder. Het bestaat al sinds het begin van onze beschaving.
Wubbo Ockels heeft het zo mooi beschreven in zijn afscheidsbrief: Het doel van ons leven is om te overleven. In de oudheid was men daar de hele dag mee bezig. Mammoeten schieten voor het vlees en de huiden. Gewassen verbouwen voor aanvullende voeding. Dak boven het hoofd door middel van een grot. En zorgen voor nageslacht. Jongeren die taken van de ouderen konden overnemen zodra de ouderen dat niet meer konden. Maar ook als iemand ziek was of als een partner was overleden zorgden dan anderen voor eten. En warmte. Geen mens werd verstoten.
Later werd het anders. Werken werd niet langer: het schieten van mammoeten en het verbouwen van gewassen. We gingen opdrachten doen voor anderen. Kregen daar geld voor en van dat geld konden we (over-)leven.
Zeker sinds de industriële revolutie is het vrij gebruikelijk geworden dat mensen niet meer zelf dieren hielden en gewassen verbouwden. Men werkte voor een baas, kreeg geld en daarvan kon men de levensbehoeften betalen.
Maar wat nou als men (te) oud was om te werken? Of ziek? Of overleden en er afhankelijke nabestaanden waren? Dan was er familie. Of de kerk. Of charitatieve instellingen. De geholpenen kwam er meestal wel bekaaid van af. Dus werd er bedacht hoe men die mensen met geld kon helpen. Vanuit de staat. Maar ook vanuit werkgevers.
Pensioenfondsen zijn er niet gekomen omdat de overheid dat per sé wettelijk wilde. Ze waren er al voordat de Pensioen- en spaarfondsenwet werd ingesteld. Alleen omdat het een aantal keren toch fout was gegaan besloot de overheid tot meer werknemers-bescherming. ALS pensioen werd toegezegd DAN de gelden onderbrengen bij een pensioenfonds of een verzekeraar. En regels voor die fondsen en verzekeraars En als men binnen een bedrijfstak dat wilde (werkgevers én werknemers!) dan kon er een verplichtstelling worden gevraagd in een bedrijfstakpensioenfonds.
Op die manier is een uitstekend pensioensysteem ontstaan in Nederland! Alom geroemd. Er zijn mensen die dat systeem willen uithollen. Er zou meer keuzevrijheid moeten komen. Minder solidariteit tussen jongeren en ouderen. Staatssecretaris Klijnsma lijkt gevoelig voor deze argumenten.
Het programma EZ van de VARA van 23 mei 2014 (klik hiernaast hier) toont aan dat mensen over het algemeen minder de goede beslissingen (kunnen) nemen dan door de rationelen in de financiële sector wordt gedacht. En zeker niet langer dan tien jaar (en dat is al lang) vooruit willen kijken. Bij de analyse van mijn boek ‘De consument is financieel bewusteloos . . . nou en?’ constateer ik – op basis van meerdere wetenschappelijke onderzoeken – hetzelfde.
Het is daarom goed om te vast te stellen – zoals ik in mijn boek doe – dat pensioen een verzekering is. Per definitie is men in een verzekering solidair. Niet iedereen krijgt er uit wat men er in stopt. In geld althans. Maar zij die het nodig hebben worden geholpen. Dat heet solidariteit.
Opmerkelijk dat daarom mensen als Peter Verhaar (die in talkshows als ‘deskundige’ wordt opgevoerd) in een twitterberciht stelt dat pensioen en solidariteit niets met elkaar te maken hebben.
Moet er dan niets aan ons pensioensysteem veranderen? Natuurlijk mag dat. We moeten ons afvragen hoe ver de solidariteit moet gaan. Moet iedereen in staat worden gesteld eventueel tot zijn negentigste ieder jaar een cruise te maken van € 10.000? Of moeten we voorkomen dat iemand net niet omkomt van de honger. Daar ligt nog een grote weg tussen.
De jongere mensen - waarvan ik soms de geluiden hoor dat die senioren een toch wel heel best leven hebben ‘ten laste van portemonnee van die jongeren’ zou ik willen zeggen - verdiep je eens echt in wat geld in een mensleven doet. Verdiep je eens in de vraag waarom je opa of oma gekort worden op hun pesnioenuitkering….
En vergeet niet – zoals Gerard Riemen terecht in de uitzending opmerkte - dat senioren straks de economische motor van jouw omgeving zullen zijn.
Het is te hopen dat deze uitzending van EZ er aan bijdraagt dat we nog tot in lengte van jaren trots kunnen zijn op ons pensioensysteem. En dat zij die streven naar ont-solidarisering, liberalisering en individueel kapitaliseren niet hun zin krijgen. De financieel bewusteloze consument zit daar helemaal niet op te wachten.
